The problem was that the machine was set to use FIPS compliant algoritims...this was set in a local policy. If you encounter this issue try the following:
Go to Control Panel
Make sure you are in All Control Panel Items
Local Security Policy Local Policies Security Options
Find "System Cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing" and make sure it is disabled.
Restart computer
